GIS and Multimedia Technology in Resident-Based Community and Neighborhood Planning InitiativesWendel DufourPatrick Haughey Neighborhood and community development has become more important as the federal government shifts to a more local approach in allocating resources. As these resources are put directly in the hands of local groups, the information these groups have access to about their community is vitally important in their decision making process. This paper focuses on how GIS is utilized in resident-based neighborhood planning initiatives, especially focusing on GIS's usefulness as a tool to efficiently allocate federal and state resources targeted for housing redevelopment. Neighborhood-level analysis and mapping of U.S. Census housing variables and the spatial distribution of substandard housing are examined.
