Identification of a Complex Jurisdictional Area in New Jersey Blue Acres Jurisdictional Area (BAJA) Map DevelopmentC.G. AlexanderG.C. Carter , Secondary author's E-mail gcarter@dep.state.nj.us Mapping areas defined by complex legislation challenge environmental regulators. BAJA is the GIS coverage generated in response to the 1995 Blue Acres Legislation, which contained $15 million to provide grants and loans to local governments to acquire lands in eligible coastal areas. Historical, recent, and current data sets along the coast were required for the final coverages, which identify a 150 ft. buffer surrounding dune lines, saline waters, and historical riparian lands. Due to erosion and deposition, integrating the time-disparate information was much more complex than anticipated and could not have been accomplished without sophisticated GIS technology.
