Spending Two Years and $2M When Implementing Hydrographic Information System

A Hydrographic Information System (HIS) application is used to manage all the hydrographic and nautical information needed in Finnish and Swedish maritime administrations (ARC News 3/1996). The application is built with ArcView GIS (about 100 extensions) in Windows NT; the database is SDE; and ArcInfo is used to handle some special tasks. The work flow management system is integrated to HIS as well. The object model contains about eighty spatial and nonspatial classes and links between them. Also metadata are linked to every feature. The goal in development was to create a user-friendly, modular, flexible, and easy-to-expand application. How did we design the application, harmonize our code writing (three separate locations, twelve people + Dr. Watson), handle versions, and implement the three-language (= multilanguage) interface easily? What were the problems, errors, and solutions (software and technical ones)?
