They Can't All Be "Power Users": Building an Electric Facility Editor Users Can Actually Use

No one in the utility business can justify a user community of ArcInfo power users. How can you build an electric data editor that users can and will use? Such an application is in successful production at the City of Riverside, California, Public Utilities Department. The application suite manages the data from FILE-OPEN, provides an intuitive GUI, and enforces complex database design parameters. Users blissfully edit familiar "widgets" in a CAD-like environment, unencumbered with feature classes, RDBMS attributes, SAVE POINTS, QC rules, and the like. This paper examines the issues and the development process used to deploy a successful editor.
