Neighborhood Deterioration and Housing Abandonment in New York City: Developing a Neighborhood Dynamics Indicator

Neighborhood deterioration leading to housing abandonment is a serious problem afflicting many low-income and minority neighborhoods throughout cities in the United States. As many cities lose population and neighborhoods experience the effects of institutional and individual disinvestment, the loss of viable low-income housing threatens the health of many urban communities. This paper presents research using a unique, longitudinal database at the individual property level to examine the interrelationship between severe housing distress and measures of neighborhood quality such as crime, arson, deterioration of the housing stock, and other conditions.
