Vital Health and Census Data Integration SystemHsiu-Hua LiaoPaul Laymon , Kirk Shull Recent emphasis on streamlined government and health care reform has encouraged community leaders to search for innovative ways to more effectively manage their regions of responsibility. GIS is becoming a recognized tool to assist in health intervention strategies, surveillance, and risk assessment. While georeferencing an individual's health data can greatly enhance the effectiveness of decision making, it also increases the burden of protecting the individual's right to confidentiality. One solution is to aggregate the individual identities to a pool of data where no individual can be identified. The ArcInfo-based Vital Health and Census Data Integration System (VHCDIS) is designed to aggregate address matched vital health data to the census tract level and generate a public accessible database file that can be imported to ArcView GIS for query purposes.
