Minich In 1996, the Virginia Department of Transportation and TIMMONS embarked on an aggressive automated mapping/GIS project designed to convert and maintain the VDOT county map series in a digital format. The result of these efforts is the development of the first State-wide GIS data layers georeferenced to the State-owned SPOT satellite imagery. Through customized application interfaces, reengineering of alternative data sources, and use of GPS and data conversion and translation techniques, the project team was able to short track a massive data conversion effort, resulting in minimized client costs and increased process efficiencies. This presentation unlocks the specifics of how a large-scale effort such as the VDOT project can be implemented using a variety of new technologies and data resources and will explore the process plan development, implementation, and quality assurance aspects associated with successful GIS implementation initiatives.
