The proposed research, Interactive, Intelligent, Spatial Information System ( IISIS), is a sociotechnical system. The goal is to improve interactive communication, coordination, and collective action among community organizations in the shared tasks of managing hazardous material risk. IISIS would provide a means of facilitating the transition between routine and disaster operations in response to a natural disaster where the number of communications within and between organizations and jurisdictions increases enormously, overwhelming the capacity of conventional technologies to receive, process, and transmit information in a timely, accurate manner. Due to the extensive amount of geographic data, which are required to effectively evaluate the possible trajectories of the disaster situations, ArcInfo, used in cooperation with required data sets and other software, provides the practicing disaster managers with a powerful tool.
