Oil Spill in Continental Waters

In Colombia (Latin America) there are several pipelines across the country. The exploration field CUSIANA of the British Petroleum (BP) Company has several well pads, pipelines, and a Central Processing Field (CPF). Its name is CPF Cusiana. At this site the pipeline OCENSA begins. It ends in maritime terminal COVENAS. It is 870 kilometers long with a thirty six-inch diameter. The pipeline is at risk for oil spills, particularly by dangerous groups using violence (dynamite, etc.) to damage the pipeline. Sigma Limited is a consulting company of BP Colombia for the OCENSA pipeline and models operations and logistic information for an oil spill response. ArcInfo software is used for all cartographic output. An interface was built to view and consult information in an Oracle database with ArcView GIS Version 3.0. A contingency plan application shows the affected river basin. Other views show the control sites designed to pick up the petroleum. Linked to these sites are pictures, video, and hydrologic information (wealth, velocity, etc.). The integrated data help analyze which control sites are most affected or at risk and how accessible they are to surrounding roads, towns, and terrain. The interface with Oracle enables the system to calculate how many barrels of petroleum are involved in the spill. The tables in the systems enable updates to the information as necessary.
