Portsmouth, Virginia, Uses Storm Water Funding for GIS Implementation

This paper will describe the funding approach that the City of Portsmouth successfully used to create a GIS using a storm water utility. It defines the City's fast-track approach to securing project funding using photogrammetry to delineate impervious areas. The presentation will recount the planning, data collection, and implementation of the project. Also included will be a demonstration of the user interface developed for updating the City's billing database. During the demonstration, the process used by the Public Works Department to collect and update information on impervious areas will be described.
