GIS Migration: Government Off-the-Shelf to Commercial Off-the-Shelf Esri Products

Many U.S. Army installations are transitioning from public domain GRASS to Esri software. To assist these customers, U.S. Army CERL began working in partnership with Esri to improve data conversion capabilities from GRASS to the Esri software suites. This paper will discuss issues encountered during the migration of GIS users from GRASS to Esri software related to data and decision support usage of these data. Topological, database design, attribute storage, and other issues will be covered.
