Making Digital NOAA Nautical Charts ArcView GIS Accessible Paper Text

The National Oceanographic and Atmospheric Administration (NOAA) navigational charts provide important coastal and ocean data to the GIS community. These charts, displayed as images, provide a useful background layer for ocean and nearshore GIS projects. Until recently the digital versions of the NOAA charts were only available to the nautical community through proprietary software and data formats. The NOAA Coastal Services Center (CSC) has partnered with BSB Electronic Charts Inc. and Esri to create an ArcView GIS extension for reading in scanned NOAA navigational charts. This paper discusses the institutional cooperation and software development process that enabled the creation of this ArcView GIS extension.
