Police at PlayRobert CheethamRobert Cheetham Governments, corporations, and individuals interact to produce a dynamic, coevolutionary urban environment. The daily struggle of actors in the urban arena produces the fertile centers of production and creativity that we call the city. The urban police force is an important actor in this struggle. The late twentieth century finds these police departments struggling with adaptation to new technologies and the accumulation of vast data reservoirs, while simultaneously shifting from being reactive forces of order to proactive agents in the life of the city. Recently, they have begun to transform heretofore aspatial data systems into more legible, visual formats that remain temporally enabled. This paper will discuss the experience of the Philadelphia Police Department in the development of crime analysis applications that visualize both spatial and temporal urban conditions.
