Turnkey GIS for a Small Municipality
Jay Arnold3001, Inc., is developing a survey-accurate turnkey GIS for the City of Sulphur, Louisiana. 3001 has completed all ground control, cadastral mapping, utility mapping, aerial photography, digital orthophotography, ground-based photography of all buildings, stereocompilation, and database design and development. 3001 is now completing GIS applications using AML, Avenue, and Visual Basic. The system is deployed on ArcInfo and Oracle for Sun UNIX and ArcView GIS for Windows NT. All components are integrated through the City's fiber optic fast Ethernet LAN. This paper discusses GIS implementation strategies used to implement this multiyear, multifaceted system for a small community.
