Holistic Modeling of Human Services Data Using ArcView Spatial Analyst and ArcView Network Analyst

JohnsonThis paper details the use of ArcView Spatial Analyst and ArcView Network Analyst to help transform traditionally arrayed human services data into a "holistic suitability model" that would guide the redesign of Fresno County, California's social services delivery system. Within the context of the need to produce a "real-world" view of the data to improve public policy decision making, the issues described include problem definition, displaying confidential information, and integrating and reengineering existing data into GIS and human terms for modeling purposes.
