Using ArcInfo and ArcView GIS for Manpower Loading

This paper covers the issue of manpower loading using the ARC NETWORK module and ArcView Network Analyst. Manpower loading is necessary to efficiently allocate resources to a customer. Mechanic territory regions were created with Locate/Allocate. The supply used was mechanic hours per year and demand was time at customer site plus travel time. After the regions were created, ArcView Network Analyst was used to create the individual routes. We will discuss the processes we went through to accomplish this project as well as various techniques such as creating polygons from ArcInfo routes and educating our users on the use of location/allocation tools.
