This paper will discuss the results of a project conducted by the Department of Urban and Regional Planning at the University of Florida. The defining issue is to create an enterprise GIS application used to facilitate the development review process for the City of Gainesville, Florida. The project has three major goals. The first goal is to bring together the numerous GIS databases utilized by current City and regional offices. The second is to provide development review information to citizens, City commissioners, City employees, and current and potential developers over the Internet. The final goal is to identify issues associated with enterprisewide GIS management and analyze the effectiveness of ArcView Internet Map Server software for this type of endeavor.
