Freeway Incident Management Using GIS in Los Angeles County

This paper will report on the use of GIS concepts and technologies to enhance freeway incident management for the County of Los Angeles. The focus will be how MapObjects, MapObjects Internet Map Server, and Spatial Database Engine are being used to implement GIS on a private Intranet. Other tools used include Oracle RDBMS, Microsoft Transaction Server, ActiveX components, and Java applets. The system is called Freeway Incident Response Services Tracking (FIRST). It is being developed for the California Highway Patrol to provide near real-time incident information, to support response coordination, and to warehouse incident data for analysis and planning.
