Maps, People, and Politics: Lessons Learned on the Road to Enterprise GISMargaret JolinThe City of Novi, Michigan, a 31.28-square-mile community, with both highly urbanized and rural areas, is developing an enterprise GIS. This paper will provide practical, experience-based solutions to managing expectations and delays, managing multiple development sources, meeting the needs of end users, and coordinating parallel development of GIS and network hardware from separate departments. The development and maintenance of the parcel fabric and database are being provided by Oakland County. The development of the infrastructure management databases is being provided by Wayne State University. And additional parcel-based coverages, such as zoning and land use, are being developed in-house. The spectrum of end users at the City of Novi include staff in every department, from new computer users to power users. Other issues being faced include integrating existing software and an imaging system, and managing data history.
