GIS Floods the Internet in San Diego! (How We Used GIS to Prepare for El Nino)

In October of 1997, several conferences were held throughout California to discuss the potential effects of El Nino. Insurance companies mounted campaigns to sell flood insurance and FEMA ran radio and television commercials regarding floodplain maps. These three events resulted in hundreds of phone calls each day requesting floodplain information. This paper will discuss how we used GIS to reduce our phone calls from 250 to thirty per day and increase the number of interactive maps delivered via the Internet from 200 to 2,600 per day.
