A GIS and GPS Solution for Traffic Crash Management System

Traffic safety is everyone's problem. In Florida, current "paper-based" traffic crash data collection makes it difficult to acquire consistent crash location data. The local agencies lack an efficient way to integrate crash data for traffic crash data management and the transportation improvement plans. It is time to develop an integrated mobile GIS and GPS system for the traffic crash data collection and management. Based on requirements of traffic crash data collection and management, this system was developed using Visual Basic, MapObjects, ArcView GIS, and Avenue programs. The main studies were (1) traffic crash database structure; (2) mobile traffic crash data collection interactive with map view, crash tabular data collection, GPS data capture, GPS data projection, and digital crash photo view; (3) traffic crash field data integration; and (4) traffic crash high-frequency location identification and improvement analysis. The mobile GIS and GPS traffic crash data collection system was developed with four main features: (1) crash location background map viewer with feature identifying function; (2) crash tabular data collection (similar to Traffic Crash Report) with error check function; (3) GPS real data capture and monitoring with map projection function; and (4) field photo viewer with hypertext help function. The study demonstrated that well designed mobile GIS and GPS traffic crash data collection can assist police officers in collecting traffic crash data, and it also can improve the quality of crash data collection. The system realization is possible and feasible. GIS is an efficient method to integrate traffic crash data and analyze the crash data.
