Tracking the Flood of Phone Calls at the South Florida Water Management DistrictTim ScharffEd Biggs The South Florida Water Management District is moving toward a performance-based budgeting system that requires the development of measurement systems. While evaluating its existing measurement systems, the District realized that it was not effectively tracking telephone calls from the public regarding water levels, right-of-way conditions, and other concerns. The District selected ArcView GIS to begin tracking citizen concerns because of its easy-to-use interface and the ability to create custom dialogs and perform geocoding. The Citizen Concern Tracking Extension allows staff to enter concerns electronically, view the area of concern, and forward the concern to the appropriate response unit via E-mail.
