Development and Evaluation of a Monitoring and Emergency Response Crisis/Management System for Oil Spills and Hurricanes

Disasters such as oil spills and hurricanes often have significant impacts to biological and human resources in the coastal zone. This project addresses the need to rapidly gather, integrate, and disseminate information about impacted areas; it also involves cutting-edge hardware and software for stand-alone use by field response personnel. The study will evaluate a field response system involving the use of wearable lightweight pen-based computers equipped with shoreline assessment (SHORECLEAN, Environmental Software Solutions, Montreal, Quebec) and ArcView GIS software. The pen-based computers will also be equipped with global positioning system receivers, and high-bandwidth, high-speed radio modems linked to a wireless local area network. This system will facilitate decision making in a command center by integrating real-time GIS, video, and voice communications data collected in the field.
