The Mountain, the Road, and the Politics: Attempting To Develop Access Road Alternatives Across BLM and Forest Service Lands Using GIS and GPS Tools Paper Text

In 1990, Western Area Power Administration requested assistance from the U.S. Forest Service to identify a replacement all-season access road to the Methodist Mountain Communication Site located on Forest Service land on a mountain peak at 11,700 feet in central Colorado. The site supports over twenty users. The existing access road is hazardous, unsuitable for winter maintenance, and lacks continuous legal right-of-way status. The intent of the project was to use combined federal and private support to generate an automated solution to identify the most practical route that mitigated the majority of resource impacts while meeting the needs of site users.
