The Management Information System of Water Resources in HeBei Plain

HeBei Plain is one of the most important areas of China. Since 1970, with the increasing population and economy, the crisis of water resources and the problems of the environment were so serious that they restricted the development of the local economy and resulted in many damaging effects to people's lives. Because of this, there is the need to establish the Management Information System of Water Resources in HeBei Plain. This paper will describe how to establish this system-based GIS, the structure and function of this system, and some ways to improve these problems in order to provide a scientific basis for administration of water resources. The project is set up by the State Planning Commission and Ministry of Geology and Mineral Resources. It is undertaken by Hebei Province Environmental Geology Research Institute and the Faculty of Environmental Science and Engineering Geotechnique of China University of Geosciences.
