Evolution of an Oil Spill Response Application - From Resources at Risk to Response Logistics

Under contract with the Maine Department of Environmental Protection, Geo-graphics, Inc., has developed the Maine Oil Spill Information System (MOSIS). MOSIS is an ArcView GIS application. In its initial implementation, its primary focus was in tracking an oil spill plume and identifying the resources at risk from that spill. Experience with two recent spills and their response efforts has prompted a refocusing of the application functionality into the area of response logistics including (1) boat ramps, fuel, and staging areas; (2) equipment inventory and tracking; and (3) response strategy scenarios. These changes, and the thought process that promulgated them, are the topic of this paper.
