Automating Philadelphia Water Department's Shutoff Program

To strengthen enforcement activities on delinquent accounts, the Philadelphia Water Department contracted CDM to develop an ArcView GIS tool to support its shutoff program. In addition to identifying priority sites, the tool also automates crew assignments and increases crew productivity. A prioritizing algorithm targets delinquent customers based on age and amount in arrears. These priority accounts define centers for geographic clustering of shutoff sites. Clusters are formed using ArcView Network Analyst to locate nearby sites reachable by the street network. Maps and tables are generated for each crew's daily schedule. With this tool and other measures, PWD improved enforcement efficiency by 60 percent.
