The University of the Valley of Guatemala, in response to a request from the National Institute of Statistics of the government of Guatemala, signed a cooperative agreement to develop a georeferenced data-based system that would permit public access to national census data. Among the requirements were that the system permit access to census data at the national level and at three additional levels of desegregation, permitting easy access to students and other unsophisticated users and permitting retrieval of printed output of information at the desired level of desegregation. The system was programmed in Avenue to permit users easy access to the national census database.
