Using GIS in the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) Paper Text

The Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) began to use ArcInfo and ArcView GIS in 1994. An earthquake near Neftegorsk-town (May 1995) was the first big experience using GIS. Every day duty staff of EMERCOM of Russia receive about fifteen messages concerning natural and man-made disasters, so GIS experts of the Crisis Management Centre need to implement an information system about disasters using digital maps and databases. The main goals of this system are following: - To help duty staff manage disaster data using digital maps - To provide rapid query about disasters and Russian territory - To create quality paper maps for EMERCOM's leadership and others
