From Maps to Databases - Specifying the Data Requirements for Military Geographic Information Systems

The migration from the traditional way of providing and using geographic information (i.e., maps) to GIS involves more than the software and hardware developers. A GIS without relevant data is usually more of an obstacle than an efficient decision support tool. Within the Swedish Armed Forces we have developed a method by which we can decide on the specific geographic data requirements for a specific function within the organization. By looking at all steps in the decision making process and identifying the particular needs of data we can compile a list of data required for every single step in the process. The advantage of this method is that the system, hopefully, is provided with a database that is more relevant to the task than just a digitized map. The method also gives useful information for the development of new functions within the GIS.
