Assessment and Decision Support for the Engineering Section in a Joint Military Command

Application for Planning Engineering Version 2.0 was developed using ArcView GIS as the GIS program and Microsoft Access as the database manager. ArcView GIS was shown to be very able to integrate, manage, collate, analyze, and present information from different types of databases. Using ArcView GIS we were able to enhance the process of making fast decisions and improve the quality of decisions. Using the functionality in ArcView GIS, such as the ease of creating symbols for new geographical objects, we were able to use ArcView GIS in planning and in engineering follow-up. This application integrates the function model as an abstraction and classification of data under certain generalized attributes. Those attributes are taken from a description representing the engineering activity. The project focuses on the importance of function modeling as a step before creating the database. This application will probably be transferable to other branches and to other levels of command. Integrating the function model and using ArcView GIS, we were able to make the planning process easier. The "engineer situation" is described in a geographical view that gives you the possibility to understand an abstract and complicated situation. The flexibility of using ArcView GIS, for example, filling in database forms directly from your view, makes it easier to follow up on a complex situation. The importance of function analysis and modeling is supported by correct tables with "identify keys." The task of updating the database should be as near the reality as possible. Using up-to-date military and civil databases gives you the ability to control and develop the accuracy of your planning. Keys can be found and used in the process. This application guides our subordinate commanders to use GIS. Early use of the application gave us the idea to form a user group. Future decisions on developing a more complete system are presented in this paper.
