Converting CAD-Based Topographic Data 1:1 into ArcInfo Format

The Dutch Topographical Survey (TDN) and Esri Nederlands have negotiated for several years to find a solution to provide all Dutch Esri users with a professional 1:10,000-scale basemap. The Esri Business Partner Program provided an excellent way to solve this matter. The technical problem was how to convert a very comprehensive cartographic database in MicroStation format to the GIS environment. Several third party developers had already built simple convertors that did not bring out the best of TDN's data. Based on solutions provided by some important users in the Netherlands (Ministry of Agriculture and the provinces) a 1:1 multicoding convertor was developed using sophisticated techniques such as region and routes. TDN is in the midst of an enormous effort to convert all Dutch vector data. Dutch Esri users are now able to use this basis for GIS data. The cartographic quality of the data is fully available to the user, even using the official topographic legends and symbols. On top of the base data, the user can create abstractions and generalizations of the data for special purposes.
