Delivery Zone Capacity Planning for Better Fleet Management

In this paper we present the system and algorithm design of a capacity planning application for delivery routing. The system's objectives are (1) work load balancing, (2) improved on-time performance, and (3) improved utilization of a finite fleet of vehicles. Optimal delivery areas are constructed consisting of groupings of ZIP Code polygons. The algorithm evaluates historical routing patterns, density of demand (historical or projected), and distance from the delivery center. The frequency, time of day, and capacity for each delivery zone are then computed and allocated to the ZIP Code geography. The ArcView GIS interface makes extensive use of Dalog Designer and ArcView GIS thematic mapping capabilities.
