Change Management: Tactics That Work for Implementing GIS in Your Organization

Managing an agency's GIS project requires tactical decisions throughout the stages of GIS implementation (planning, specification, construction, installation, and operation), while following a strategic plan. This paper reviews management tactics that work at each stage of the process. It highlights the issues and their implications to the organization that managers need to be aware of. GIS implementation often requires organizational change in order to take advantage of the new technology. Change management is the key to a successful GIS project.
