Pursuing Outsourcing In Today's Defense Environment

The uncertainty in the international arena has led to a higher operations tempo for the United States military. The U.S. military (active and reserve) forces are deployed more frequently than ever before supporting contingency missions such as Bosnia and Somalia. In addition to the number of the deployments, the length of time that the supporting forces are deployed has also lengthened. The funding to support these operations was drawn from a number of sources including the funds programmed to support outsourcing of various products and services. The drawdown of the Department of Defense, the diversion of funds to support operations, and changes to the competitive environment increases the challenges and risks involved in the pursuit of new business opportunity. This paper discusses some of the challenges faced over the last two years, the lessons learned, and looks at the near term competitive environment.
