Utilization of Multimedia GIS Tools to Facilitate Public Involvement in the Decision Making Process at the Florida Department of Transportation

Each year the Florida Department of Transportation (FDOT) is presented with the unenviable task of developing a multiyear work program that balances roadway, airport, seaport, bicycle/pedestrian, railway, and other transportation projects within a limited budget. A key component of the work program development is public involvement. Input received during the public involvement phase supports FDOT's project prioritization process over various funding periods given limited resources and budget constraints. Recently, FDOT recognized that the tools being utilized within the department to facilitate public involvement had become antiquated and needed updating. The solution was to develop a visualization tool that combined multimedia and ArcView GIS to explore, analyze, and present transportation information that could be clearly targeted to a specific audience for the purpose of soliciting public involvement and response. This paper will discuss the design and utilization of this multimedia GIS tool.
