Putting the Watershed Back into Storm Water Management: A Very Spatial Approach to Maintaining Municipal Compliance with USEPA Storm Water Regulations

The Fort Worth Department of Environmental Management (FWDEM) is responsible for municipal compliance with USEPA storm water regulations. We were interested in examining spatial relationships between our pollution control programs and factors causing pollution in our watersheds. FWDEM developed a storm water information management system to facilitate the data collection, compilation, analyses, and reporting of environmental information by inspectors to EPA on a watershed basis. The award winning Fort Worth SWIMS graphical user interface (GUI) is a series of individual modules written in Avenue programming language all housed under one menu-driven interface to our ArcView GIS. Each module concentrates on a specific pollution prevention program required by our storm water permit.
