Georgia tax codes concerning timber harvest changed in 1992 from an ad valorem to a yield tax. Widespread speculation arose that a large percent of the harvests were going unreported. The Georgia Department of Revenue used satellite imagery from 1996 and 1998 to detect areas of vegetation loss throughout the State. The results of this change detection analysis were provided to county tax assessors in a Visual Basic MapObjects application developed by Pacific Meridian Resources. Tax assessors can view vegetation loss polygons and roads overlaid on satellite imagery, DRG, DOQQ, or a land cover classification.
