From gaps between address grids to cities that ignore the grid, Baldwin County, Alabama, faced an array of problems when tying address ranges to street centerlines in its new GIS. Creating a consistent addressing scheme for the 1,600-square-mile County was out of the question since the emergency 911 service had readdressed the whole County just 10 years earlier. Instead, the County needed to make the best possible use of existing data in its new ARC/INFO environment. The solutions developed by Baldwin County and its consultant, Woolpert LLP, will be presented as lessons learned for other counties facing a similar task.
