Pipeline GIS: Successful Phased Implementation Approach

Equilon Pipeline Company is one of the largest pipeline companies in the United States. Equilon was formed in 1997 with the merger of Shell Pipeline Corporation and Texaco Trading and Transportation, Inc. Before the merger, Shell and Texaco maintained information about their respective pipelines with traditional, standard alignment sheets. The need to access information from these alignment sheets was magnified with the consolidation of the Shell and Texaco pipeline systems. Because of this requirement for data accessibility, Equilon's California District successfully implemented a geographic information system to manage information referenced by linear locations along the pipeline. The phased implementation approach adopted by Equilon enabled the company to rapidly establish a small-scale (1:24,000) pipe centerline and gradually improve the accuracy of the pipe centerline as GPS data collection projects were completed. This paper provides an overview of the phased implementation work flow process along with several representative applications including the Equilon Internet Pipeline Data Viewer.
