This paper will cover work performed by the Navy Public Works Center (PWC), Yokosuka, Japan in moving their CAD and paper-based utility documents into an enterprise-wide GIS-based facility management system using Esri's ArcCAD and ArcView products. The presentation will review various aspects of the project, including user-needs assessment, application of the Tri-Service Spatial Data Standard (TSSDS), use of Esri products together with CAD-based products, and portability of GIS system design to facilitate use of the enterprise model across multiple military bases. Particular focus will be placed on the methods used to improve legacy utility information to survey accuracy.
