The Lower Colorado River Authority (LCRA) is developing an ArcView GIS application for flood modeling and property owner notification. This application integrates aerial photography, flood easement documents, property parcels, owner/resident databases, building footprints, contour information, floodplain data, ArcView GIS, and Internet Map Server. During a flood event, data will be analyzed to determine what properties and structures will be inundated at a given lake or river level. The owners and occupants of these properties can be notified to take emergency action. This paper describes the stages of the project including defining functional requirements, data collection, metadata documentation, programming, and implementation.
