Global disaster costs are rising. Although the number of lives lost has been reduced, the cost of damages incurred has increased owing to the complexity of our infrastructure. Emergency managers are exploring ways to reduce vulnerability to natural disasters. The availability of information and the dissemination of information in a timely fashion are foremost concerns during disaster management activities. As part of a Global Disaster Information Network (GDIN) project, a pilot activity is being conducted in Florida. This paper describes the application of IMS technology in designing a Web map-based interface to assist emergency managers in obtaining crucial information during a disaster enabling better decisions in allocation of resources.
