A program to evaluate shipyard wastewater treatment technologies at Puget Sound Naval Shipyard included as one of its goals the construction of an environmental GIS. An impetus behind this objective was that program managers perceived GIS as a technology that could cut regulatory compliance costs for the Navy. This paper discusses the implementation of GIS for this project from an initial "no GIS whatsoever" phase through database construction to serving dynamic and published-on-demand maps via unique Internet technologies. Also discussed is the problem of managing the expectations of managers and implementing appropriate technologies for end users.
