Higher education is experiencing a difficult period in which the demand for GIS education and training is increasing, overall fiscal support is decreasing, technology is evolving rapidly, and pedagogical environments are changing. Discussed are the challenges faced by schools to meet the needs for the next century under highly dynamic infrastructures, demands, and conditions. Central Washington University is initiating a new GIS program but finds the process more difficult than anticipated. Essential design components include students, faculty, curriculum, facilities, software, data, and administrative support. Prospects and challenges are presented. The ideal program is described but realities are recognized.
