The purpose of this work is to demonstrate the potential use of a geographic information system (ArcView GIS, ArcView Spatial Analyst, ArcView Network Analyst, AutoCAD R.14) that will permit vehicle traffic planning and management in Londrina City, State of Parana, Brazil. This project has been developed as a cooperation between the DETRAN-Parana State government and the IPPUL-Londrina City Hall for the integrated development of actions that implicate the traffic area. This work was to plan the implementation of modern equipment of monitoring and traffic safety in Londrina City, as well as to be used as a model so other cities can use this experience in planning and managing traffic. This work has been developing a model of a velocity control system using photo-radar (fixed and mobile), a modern project of traffic signals, as well as research into the introduction of totally digital traffic area control using GIS technical tools as the basic supporting instrument.
