The original City of Phoenix GIS geocoded street centerline cover was a TIGER file until it adopted the Police Department's cover. This file had to be rubber sheeted to match to the rest of the enterprise data. This rectifying process was not so accurate, but the City used it for their applications. The need to rectify it even closer was raised and the GIS team worked on an automated process to adjust it.
