Monmouth County, New Jersey, took on the development of a vast enterprise GIS program for its political area. To make the system as complete and useful as possible it was determined that as many organizations as possible needed to participate. Unfortunately though, when you have this many participants the concerns, issues, and headaches are only multiplied by the number of participants. This paper looks at the issues, problems, concerns, and successes realized by New Jersey's leading GIS organization.
