Historically, the application of federal environmental regulations has been reactionary as they relate to the engineering design process. This is due to both the traditional disciplinary separation of environmental planning and engineering design, as well as the issue-specific nature of environmental law. By using ArcInfo and ArcView GIS to store, analyze, and present project data, a more comprehensive design process that includes the true integration of environmental issues with engineering design can be achieved. This will be illustrated using the Wolf Creek Pass project as a working example.
