 GIS for Land Use Management: Lessons Learned in the City of Glendale

In recent years the City of Glendale has struggled with tracking current land use and maintaining the correlation between zoned land use and actual use. There was also concern that current use and occupancy data was out of date. The City's land use database was updated using data from various sources integrated into a common database, then field verified to validate accuracy. The collected data was then processed to be compatible with the City's existing Oracle data model. Once the database was completed, MapObjects-based applications were developed to aid the City in the management of its land use data including the integration of its use and occupancy permitting process. The paper will focus on some of the problems and issues encountered, the use of GIS methodologies in finding solutions to those problems, and how the lessons that were learned in Glendale might help other agencies avoid some of the pitfalls associated with this process.
